Can someone explain Fargo?

Was watching some Old Country clips last night and realized Fargo borrowed the 'certifiably insane killer with a bad haircut' bit from it.

“No Country for Old Men” is the title. Fantastic film. And yeah, I kept making that connection, too. :)
