Dunno, man. I used a Mooer GE-200 and then went to a GE-300 for a few years before moving to Fractal, and I was able to get some nice tones out of their stuff with minimal problems. I'd put 'em in Tier 3.
I doubt Fractal is set up (nor wants the headache) for sales to Europe. There are fees and tariffs that need to be collected (most European countries charge tariffs on American goods), and the savings over buying from G66 are not as great as you might think they are.
