I learned with index, ring, and pinky playing the octave. Didn't really do only the 1 and 5 until years later. If I do two note power chords, it's either ring or middle finger. Playing middle finger on the 5 opens up the pinky to do some extra stuff.

Power chord as in root and fifth index/pinky

Root/5/octave gets any combo depending what comes before and after.
Index, ring, pinky or index, pinky barred, or index/ring barred.

Both, whatever was used in the song ideally but sometimes you can’t tell so then whatever is easier.
