From what I have read about 10 tops, there are a few factors that come into play.Isn't another thing that kind of muddles the whole 10 top thing that there isn't any specific grading to meet that qualification, its just rated on a per batch basis? Leading for it to be possible for a non 10 top guitar from one batch to have higher quality figuring than a 10 top for another batch?
1. It must have wood grain coverage on I think 95% of the surface. it might be 90%, but something like that. There has to be attractive wood grain patterns on the majority of the top.
2. A piece can start out as a 10 top, but can also get downgraded after carving if it no longer meets criteria above.
3. A piece might not be graded a 10 top initially, and after carving (even though it now looks 10 top) it does not get the designation because it did not start out that way. From what I understand, they do downgrades after carving but do not allow upgrades after carving. That is how some regular core guitars will come with a top that you believe should be a 10 top, but is not designated as such. The grain was hiding in the initial review process ;~))
This is all based on stuff I have read over the years, so no official confirmation of any of this.
