Honestly, most great cover bands I’ve seen aren’t really trying to be a perfect replica of the bands in question, rather make it their own in some way, while nailing the spirit of the band/song.

My general rule is get to about 70-75% "accuracy", nail the main signature bits then boil it down as needed from there. Especially on arrangements that are unnecessarily convoluted that people won't remember anyway? As far as Pantera goes; I've done Mouth for War but not with a drummer with any sort of nuts at that time.
