Why Do They Use The Term "Making Beats" ?

Collaging and arranging samples can be pretty interesting but, yeah, most guys just slap two curated loops together and call it a “beat”. Maybe because their ideas are beat.

When I hear/read the term "beat", I'm thinking it's gonna be a "drum beat" that I can steal and use to play guitar over..
