Ok so I just noticed this after titling this thing and getting my ear really close to the grill.

Remember. I am putting my ear on the grill. Like less than an inch

I cannot hear it while standing up. I know I know I’m being silly but wondering if your fr10/12 does the same

I am not talking about the Hiss issue. Mine is great after the hissterectomy. I’m talking about this (see video) it doesn’t get louder with the controls and it’s there even if I plug this thing in a different room.

I know it’s negligible and maybe even normal.
Can someone tell me if it’s there on all tone master fr10/12s?

That's ground loop noise. Very low level though, so unless it doesn't let you sleep at night, i'd probably wouldn't bother - FR-10 and 12s hissed louder than that 😄

The solution is usually just to move plugs around, specially if you're using power strip sockets. On extreme cases, an DC blocker (a.k.a ground loop eliminator) can also do the trick.

Maybe I’m the problem

Mine do that at some venues with possibly “light” electrical. Sound guys never ask so far, it only seems to be me in my in-ears that hear it, so I don’t worry about it.

I use an old Ebtech Hum-X ground loop eliminator, looks like it's been replaced by a Morley device, guess they bought Ebtech. My SS-6B is plugged into it, I run my amp, modeler, etc through it, it does help for ground loop issues. It can handle 6 amps so I wouldn't power the entire band from it but should be plenty for your amp.
